I understand dislike/ignore and Invite only but they are nic based not account based. How does one go about making I don't want to play with you apply to an account rather than to a single nic, which is what the message "You can't join this seat in this game" seems to imply?

Dislike is intended to carry across all nics on an account. It wasn't always that way but was changed based on feedback.
